
Thornton Road Widening Project
Project Background and Purpose
In 1991, the City of Stockton began the Stockton Streets Improvement
Project (SSIP) to study nine major street corridors throughout the City.
The study’s goal was to find out which roadway improvement alternatives
were needed to handle future traffic volumes. In October 1994, the City
Council certified the Program Environmental Impact Report that adopted the
SSIP and nine new specific plans, including the Thornton Road Widening
Specific Plan.
The purpose of the Thornton Road Widening Project is to do the
following:
- Reduce existing congestion
- Improve north-south circulation and accommodate anticipated travel
demand for the next twenty years.
Widening Thornton Road is also necessary to comply with the General
Plan and the City’s Congestion Management Program.
Project Description
The Thornton Road Widening Project will widen a 1.5-mile segment of
Thornton Road from the bridge over Bear Creek to the Pershing Road
intersection. Consistent with the Specific Plan for the area, the roadway
will be widened to six lanes with a center turn lane. Improvements within
City limits will include widening the pavement; modifying existing
driveways; constructing storm drainage facilities; constructing curb,
gutter and sidewalks; installing streetlights; modifying traffic signals;
modifying existing utilities; and installing traffic signing and striping.
Most of the project is within the City of Stockton. However, some portions
of Thornton Road are subject to San Joaquin County jurisdiction. The City
and County Public Works Departments are working together to develop the
improvement plans in the County area.
